These proposed regulations would change our rules to reflect an amendment to the Social Security Act (the Act) made by Public Law 104-193, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The amendment prohibits payment of Supplemental Security Income (SSI) benefits to certain fugitives and probation and parole violators.
