These final rules are being issued to reflect section 3 of the Employment Opportunities for Disabled Americans Act and section 9115 of the Omnibus Budget Reconciliation Act of 1987. These statutory provisions amended the Social Security Act (the Act) to permit certain recipients to receive payments based on the full supplemental security income (SSI) benefit rate for a limited period after becoming residents of medical or psychiatric institutions.
